This hotel is not exactly welcomed in the neighborhood it's nestled in (this deck facing those homes will be a nightclub!) So in a neighborly fashion someone hung out some under-fashion to say hello.

"When asked how the Cooper Square Hotel's guests would react to the building's up-close-and-personal relationship with neighboring East Village tenements, hotel co-owner Matt Moss said that laundry hung out to dry is "the kind of thing people want to see."
That or he couldn't get the neighbors to take in the soggy washing. Hey if a great view to you is undies flapping in the breeze then here is the place to stay!
